Last week, one of Dunn's friends came across a video, published Thursday, that depicts the horrific act.

Both Mr Cantaloupe and Cocoa's Mayor, Henry Parrish III, said that Mr Dunn's death may give rise to new legislation.

The teens were interviewed by police after Dunn's sister called police attention to the video.

"Get out the water, you're gonna die", says one of the teenagers, speaking off camera. Another yelled, "Ain't nobody fixing to help you". Shouldn't have got in.

After Dunn's head disappeared under the water, one teen can be heard saying, "Oh, he just died", as the rest laugh.

Florida doesn't legally require a witness to help a person in need, so police and officials from the state attorney's office originally said that it would be not be possible for the teens to face legal consequences. Teens who laughed at a man they filmed drowning in a Cocoa, Florida, pond and failed to help earlier this month may not have broken any laws in the state. "He was just screaming ... for someone to help him", said Yvonne Martinez, spokeswoman for the Cocoa Police Department as cited by The Washington Post. "Even if you didn't physically go in and help him, why didn't you just make a phone call to get him help, someone who can help him?"

It's unclear when she went missing or whether anyone alerted authorities about her disappearance before the video's release. TJWG said its findings could be used in future investigations into crimes against humanity in North Korea .

However, there has been a storm of public outrage since video of Jamel Dunn, 31, drowning on July 9 became public. He was reported missing July 12 and authorities recovered his body July 14 after a passerby reported a body floating in the pond.

Dunn's body was extricated from the pond three days later.

On the morning he drowned, Dunn had gotten into a "verbal altercation" with his mother and 'possibly his fiancé, ' during which he told his fiancé to "leave the house".

But there is no general duty under law to help someone in distress, Supreme Court Justice Anthony Kennedy said in a 2012 legal argument. Authorities were notified about the video after a relative found it on social media.

Florida Today reports that the teens showed little remorse once they were found by police.

Local prosecutors said they couldn't file charges against the teens for not trying to save Dunn because there was nothing in the state's Good Samaritan laws that would have been applicable. But when he did, the teens were watching him from a bank.

"We don't want another family have to go through what the Dunn family has went through", he said.
