Lopez was detained three years ago after protests against Maduro's government and sentenced to more than a decade in prison on charges that include inciting protesters to violence.

Canada also denounced the Venezuelan government's action in creating the constituent assembly, referring to it as another step down the path to institutionalize authoritarian rule in the country.

In a strike at Venezuela's already flailing economy, USA officials said the Trump administration is preparing to levy new sanctions on Venezuela, following through on threats to impose penalties if the country went through with the weekend election.

It's unclear where such plants would be located, how many people they would employ and which products they would produce. Gou has since spoken of moving operations to the United States, but has never gone through with his plans.

The Trump administration Monday froze assets, banned travel and prohibited Americans from dealing with Venezuelan President Nicolas Maduro, calling him a dictator and accusing him of undermining democracy after he carried out an election Sunday for an all-powerful new legislative assembly in defiance of warnings from the global community.

USA ambassador to the United Nations, Nikki Haley, called the vote a "sham election" that brought Venezuela "another step toward dictatorship". The new Constituent Assembly will allow Maduro's government to rewrite the country's constitution and will grant him more power.

An exit poll based on surveys from 110 voting centres by NY investment bank Torino Capital and a Venezuela public opinion company estimated 3.6 million people voted, or about 18.5 per cent of registered voters.

Two other men were killed in protests as demonstrators blocked roads in the Caracas, the capital, in defiance of a ban on demonstrations, the Venezuelan newspaper El Universal reported.

"If it wasn't a tragedy. if it didn't mean more crisis, the electoral council's number would nearly make you laugh", opposition leader Freddy Guevara said on Twitter.

Maduro has said the new assembly will begin to govern within a week.

"Venezuela has to wake up, all us, we need to take to the streets", said unemployed nanny Berkys, 48, yelling to passersby to join protests on Monday as she made her way to a pharmacy hoping to find scarce medicine to treat her hypertension.
