Zetterstrom did not say exactly how many residents would be impacted by the move, but officials said the release could affect "thousands" of homes located along the reservoirs.

One Houston woman said she presumes six members of a family, including four of her grandchildren, died after their van sank into Greens Bayou in East Houston. He says more are opening in Louisiana.

And before the rains fell, when it might otherwise have been possible for Houston residents to evacuate, the more imminent threat was still to the coast, where many mandatory evacuations had been ordered, so the roads needed to be kept clear for those people.
