EPA Formally Proposes to Rescind Obama-Era Clean Power Plan

USA Today: Rollback Of Clean Power Plan Rule By EPA Administrator Pruitt Won't Happen Overnight - "EPA Administrator Scott Pruitt's announcement to a group of coal miners in eastern Kentucky that he plans to sign a proposed rule Tuesday rolling back the Obama-era rule is simply the first of a number of steps the agency will have to take".

Repealing the Clean Power Plan will save $33 billion in costs passed onto energy consumers, according to senior Trump administration officials.

Environmental groups and public health advocates quickly derided Pruitt's decision as short-sighted.

The decision goes in line with June's decision to withdraw the United States from Paris Agreement with the wider aim to revive the USA coal industry and boost domestic fossil fuels production.

With its proposed repeal Tuesday, Trump's EPA is siding with the plan's critics in arguing that it dictated overly broad changes to the US energy system, rather than setting mandates on specific power plants.

The Clean Power Plan dictated specific carbon-cutting targets for states based on a complex formula tied to their 2012 power plant emissions - and then gave them broad latitude to decide how to achieve those reductions, such as retiring coal-fired plants, adding renewable power, and promoting energy conservation.

In his order Tuesday, Pruitt is expected to declare that the Obama-era rule exceeded federal law by setting emissions standards that power plants could not reasonably meet. Twenty-seven states joined the challenge, which is still pending.

Barack Obama's plan was to reduce carbon dioxide emissions by 32% by the end of 2030.

"It's a wholesale retreat from EPA's legal, scientific and moral obligation to address the threats of climate change", McCarthy said.

Pruitt himself drafted an "inside of the fence" alternative to the Clean Power Plan in 2014. And the EPA hasn't formally adopted it with this proposal; instead, it's seeking public comment on its plan to adopt this position.

And Michael Brune, executive director of the Sierra Club, said Trump and Pruitt are launching "one of the most egregious attacks" on public health and climate safety.

He added: "No matter who is in the White House, the EPA is legally required to limit unsafe carbon pollution, and the Clean Power Plan is an achievable, affordable way to do that".

On March 28, President Donald Trump signed an executive order to establish a national policy on energy independence.
