Kremlin offers to be mediator between the U.S. and North Korea

Peskov's remarks on Tuesday are not unusual for Moscow, as the Kremlin has long held the position that the United States and North Korea should move toward diplomatic talks.

North Korea is preparing to launch a satellite, it has been claimed, as outside observers warn that the nuclear-armed regime's space programme is likely to be a cover up for more for weapons tests.

The measures order North Koreans working overseas to return home within two years and ban almost 90 percent of refined petroleum exports to the country.

The sanctions are aimed at choking off external sources of funding for North Korea's nuclear weapons and ballistic-missile development programs after repeated tests this year have brought the Asian nation to what experts say is the brink of developing devastating weapons that can be delivered halfway around the world.

The latest round of sanctions was prompted by the November 29 test of what North Korea said was an intercontinental ballistic missile that put the U.S. mainland within range of its nuclear weapons.

"I think the first step forward should be done by the party which is mightier and which is smarter, and we've held that there are people in the U.S. who believe the situation should be resolved through diplomatic means", he said in an interview on RT.

The Trump administration has sent mixed messages about its willingness to reignite diplomatic talks with North Korea.

Russian Foreign Minister Sergei Lavrov told state-run media that no one wants to see war on the Korean Peninsula and that he hopes the United States is not planning a military approach to resolving the situation.

It said Lavrov underscored the need for "the fastest move to the negotiating process from the language of sanctions".

China has expressed concern about the humanitarian effects of sanctions, and has repeatedly called for constructive efforts to ease tensions.
