Should coffee customers be charged 25p for disposable cups?

Evidence from Eunomia Research and Consulting suggests that a "latte levy" of 25 pence on single-use cups could reduce their use by up to 30 per cent, a figure supported by Cardiff University, which conducted a study into the efficacy of charges and other measures and revealed that consumers are far more responsive to a charge than a discount.

According to a report released by EAC on Friday (5 January), the United Kingdom produces 30,000 tonnes of coffee cup waste each year and an eye-watering 500,000 cups are thrown away each day.

A Westminster committee is calling on the government to introduce a 25p tax on disposable coffee cups - and for all coffee cups to be recycled by 2023.

The environment committee report said that is the 2023 deadline for recycling all cups is not met, the government should ban disposable coffee cups all together.

The report accused coffee shops of "pulling the wool over the eyes" of consumers by suggesting all cups get recycled when fewer than 1 per cent do.

"The revenue should be used to invest in reprocessing facilities and 'binfrastructure" to ensure that the remaining disposable cups are recycled'.

Starbucks and Costa have already introduced on-site recycling bins for cups, which are then directed to one of three specialist recycling facilities, and offer a 25p discount to customers using their own cup.

However, the difficulties surrounding the recycling of coffee cups are manifold: not only are recycling capabilities limited but the majority of cups go straight into the general waste. This is strong stuff, but in the meantime - with 2.5 billion coffee cups being dished out yearly - we need to make sure this happens sooner rather than later.

According to the report, "almost half of all coffees and hot drinks" are sold in disposable cups.

The report says disposable coffee cups are "made from paper and lined with plastic" which renders them waterproof.

While looking like paper, they have a polypropylene plastic lining.

"The paper cups we manufacture in the United Kingdom are sustainably sourced, responsibly produced, recyclable and, through a number of facilities, are being recycled. Legislation needs to set a date after which the continued production of unrecyclable coffee cups is banned by law".

Numerous cups are printed with the three-arrow triangular "Mobius loop" symbol that eight out of ten people think means they can be put in the recycling.

As a result just one in 400 cups are recycled - less than 0.25 per cent. Cafes with in-store recycling systems should print their cups with "recyclable in store only", the MPs add.
