Trump Undermines House GOP Leadership On FISA Reauthorization

The House is voting Thursday on possible changes.

While live-tweeting Fox & Friends on Thursday morning, President Trump expressed alarm that the House of Representatives may approve a bill reauthorizing the the Foreign Intelligence Surveillance Act (FISA) - legislation that was used to surveil Trump campaign officials as part of the FBI's investigation into possible collusion with Russian Federation.

"House votes on controversial FISA ACT today", Trump tweeted. He said Trump's "woes" began with surveillance.

"The White House called this a critical national security tool to keep us safe, so Trump contradicted not only himself, but the recommendations of his intelligence leaders, including DNI Dan Coats and CIA Director Mike Pompeo", the Democrats' email read.

It's President Donald Trump's favorite show - probably because the hosts share his aversion to facts - and he often spends his mornings watching it and tweeting out quotes from the program or responses to issues being discussed. The Senate must still pass the bill before it is sent to the White House for the president's signature.

But top Democrats on the House and Senate intelligence committees were quick to leap on the first tweet as "irresponsible" and "untrue".

Paul suggested during an appearance Thursday on NBC's "Morning Joe" that he may have helped influence the president's thinking in recent conversations. Amash is also taking the lead in the House to push back against unwarranted mass surveillance. "We need it! Get smart!" he tweeted.

"Our concern is that the Intelligence Committee's bill will still allow the FBI - before they ever have an active investigation - to search for sensitive information of Americans and others in the US without any type of warrant or court oversight", said Neema Singh Guliani, ACLU legislative counsel.

"It is well-known that he has concerns about the domestic FISA law".

Trump's speaking out against the act seems to counter the stance of many in his party, who support an extension of the program without restrictions. The move follows unsubstantiated charges by President Donald Trump that his predecessor's administration spied on his campaign and improperly "unmasked" the identities of his associates during the 2016 presidential campaign and transition.

Trump later tweeted what seemed to be a clarification of his position in favor of renewing the law, saying that "today's vote is about foreign surveillance of foreign bad guys on foreign land".

Mr. Trump, who is known to watch Fox News while he is tweeting, posted his tweet shortly after a Fox News legal analyst appealed directly to the president during a Thursday morning segment about the coming House vote. The Special Report anchor went on to say that GOP and intelligence leadership have been trying to ensure the surveillance reauthorization for months, and Trump's tweets "threw a wrench into a lot of things and I think they're trying now to clean it up".

Although controversial, officials from Democratic and Republican administrations have argued the eavesdropping tool is vital to counterterrorism and counterespionage efforts and has saved lives - an argument echoed by Trump's own White House. John Cornyn, R-Texas, the chamber's second-ranking Republican and a member of the Judiciary and Intelligence Committees.

Section 702 has been useful in detecting and disrupting terrorist plots.
