SNAP program would be replaced with meal kits, according to Trump proposal

SNAP program would be replaced with meal kits, according to Trump proposal

White House budget director Mick Mulvaney has compared "America's Harvest Box" to Blue Apron, a meal-kit service that delivers fresh produce and meat to customers' doorsteps.

The President said that any household qualifying for more than $90 in food stamps, would receive the new boxes.

The additional amount of the families food stamp benefits would go onto their Electronic Benefit Transfer (EBT) card for them to use at grocery stores.

Critics of Trump's SNAP proposal say the "budget seems to assume that participating in SNAP is a character flaw" and the new program would be "far more intrusive".

According to the budget, the package will feature "100 percent US grown and produced food", with non-perishable items like peanut butter, canned fruits and cereal.

The USDA claimed states could likely deliver the food boxes at a cost that's lower than what the government would have spent per recipient under the current system.

Mulvaney claimed that the change would allow the government to save almost $130 billion over 10 years, as it would lower government costs because it could buy the products at wholesale prices. "It maintains the same level of food value as SNAP participants now receive, provides states flexibility in administering the program, and is responsible to the taxpayers". "So we're pretty excited about that", Mulvaney said during the briefing Monday. We don't need to make any rash decisions and say we're just going to cut this program by $213 billion over a 10 year period of time.

A DfID spokesman said the way "appalling abuse of vulnerable people" had been dealt with raised serious questions for Oxfam. She added: "If the moral leadership at the top of the organisation isn't there, then we cannot have you as a partner".

Though the proposal is already out of date as Congress struck a budget deal last week that Trump signed Friday, the document is being billed as the administration's message and vision for future spending.

The proposal would impact more than 16 million people - or roughly 81% of those receiving Supplemental Nutrition Assistance Program (SNAP) benefits, according to the Department of Agriculture. The USDA estimated it would save $129 billion over a decade, driven in part by the government's unique purchasing power.

Boxed or canned food is typically packed with sodium and sugar, two additives that the USDA and nutritionists have repeatedly said that Americans need to cut back on. Though many involved in that change were still digesting the budget proposal's specifics, they said Tuesday they anxious it would limit options for Montana families.

People online quickly denounced the proposal as well.

The Food Marketing Institute - which represents major stores, like Walmart, Kroger, Albertsons - is doing everything in their power to advocate against this proposal.

The food box also faces an uncertain political future as the Republican chairmen of the House and Senate agriculture committees signaled their skepticism.

The USDA also touted tightened eligibility rules for recipients, such as stricter work requirements, as well as changing income and benefits calculations "to ensure benefits are targeted to the neediest households".
