Pro-Brexit lawmakers pressure British PM May over customs plan

Daniel Kawczynski, Conservative MP for Shrewsbury & Atcham, has written to Theresa May to tell her that he would not vote for a Brexit deal that sees the country remain in the European Union customs union.

Her challenge was writ large when members of the European Research Group, a group of lawmakers in May's Conservative Party, said they had presented their argument to the government that a customs partnership would not work.

Customs, however, forces choices: The U.K.is either outside the customs union and able to strike its own trade deals, or it remains under the auspices of the EU.

Under the plan, Britain would collect tariffs on the EU's behalf at ports and airports, passing on a share of the cash to Brussels.

Senior politicians have handed Mrs May a so-called "ultimatum" demanding she abandons the idea of the United Kingdom entering a "customs partnership" ahead of a meeting of her Brexit war cabinet.

Brexit negotiator Olly Robbins and his team are expected to come forward with amended proposals swiftly so that ministers can arrive at a preferred option, possibly as early as next week.

Britain rejects one suggestion from the EU - to keep Northern Ireland inside the bloc's customs union. The partnership solution could redress the Irish border question, as there would be no hard customs border between the United Kingdom and the EU.

Unconfirmed reports on Tuesday night said that Chancellor Philip Hammond has thrown his weight behind a customs partnership proposal thought to be favoured by the Prime Minister but branded "cretinous" by critics.

On Wednesday, her minister for the cabinet office, David Lidington, said it would most probably take a few weeks to decide on a final position, playing down any expectations of a quick decision at Wednesday's meeting of the Brexit committee.

Former Brexit minister David Jones told BBC's Newsnight: "Certainly there would be a lot of very disappointed Brexiteers if we were to end up in a customs partnership".

When her official spokesman was asked whether this meant that more than two options were now on the table, he said: "Ideas are obviously evolving as we go along".

Global trade secretary Liam Fox has hinted he could quit if Mrs May tries to keep Britain in a customs union.

A fourth senior government figure familiar with the meeting confirmed the customs partnership model, which prompted threats of rebellion from a powerful group of backbench Tory MPs, was firmly out of favor and now looks unlikely to make it to full Cabinet for consideration.

Prior to this week, "the key to understanding the dynamic" of the inner-cabinet lay in the fact that five of the senior ministers in attendance "had campaigned to stay in the European Union during the 2016 referendum, while the other five support Leave - with the Premier herself having the deciding vote", according to Bloomberg's Tim Ross.
