The quake comes on the heels of a deadly typhoon lashing the west of Japan over the past few days. The summer also brought devastating floods and landslides from torrential rains in Hiroshima and deadly hot temperatures across the country.

Japanese broadcaster NHK reported that helicopter crews are carrying out rescue operations...but dozens are still missing.

Local news agency SNA wrote on Twitter: "Hokkaido Electric's Tomato-Atsuma Thermal Power Plant was significantly damaged in the quake, and it seems that there will be no quick resumption of electricity services for part or all of Hokkaido".

"We've heard there are people still stuck under the mud, so we've been working around the clock but it's been hard to rescue them", a Self-Defence Forces serviceman in Atsuma told public broadcaster NHK.

Reconstruction Minister Jiro Akama told reporters that five people were believed to be buried in the town's Yoshino district.

However, manufacturers were still being affected by power outages.

Soil liquefaction also damaged roads, making many of them unpassable. NHK showed workers rushing to clean up shattered glass and reinstall ceiling panels that had fallen in the region's biggest airport at Chitose.

"We will do our best to save lives", Prime Minister Shinzo Abe said after an emergency cabinet meeting. Seismologists have said another such quake could strike the city at any time. A mudslide left several cars half buried, and the ground subsided, leaving drainpipes and manhole covers protruding by more than a meter (yard) in some places. It could take a week to restore power fully to all residents, Industry Minister Hiroshige Seko said.

The utility explained that a coal-fired thermal plant in Atsuma, the largest in Hokkaido, was heavily damaged in the quake.

Rescuers were using dogs, backhoes and shovels to search Friday for survivors trapped in mud and debris from landslides triggered by a powerful natural disaster in northern Japan.

Industry Minister Hiroshige Seko said it would take "at least a week" for power to be restored to almost three million homes after a fire in the area's largest thermal plant was discovered.

Hokkaido Electric said 2.95 million homes had lost power after the quake. However, that would leave a shortfall of roughly 900,000 kilowatts, causing inconveniences to many in Hokkaido.

Charging stations have been set up to help residents charge mobile phones. To the north, in the scenic town of Biei, residents lined up outside of supermarkets and convenience stores, quickly clearing shelves of water, toilet paper and food.

More than 200 flights were canceled, affecting over 40,000 passengers, and the airport's operator said it does not yet know when it can reopen as it is unclear when power can be restored.

Massive landslides altered the landscape of some mountain ranges in the quake-hit area.

"I have been living in Atsuma all my life but I have never experienced such a quake". All of the missing people were located in Atsuma, according to the government.

It is also coordinating with the Hokkaido Prefectural Government Crisis Management Division, the DFA said.

Emergency diesel generators were activated to supply electricity to maintain cooling of nuclear fuel rods in the pool. The Hokkaido Electric Power Company did not report any radiation irregularities at the plant, which has been shut since the 2011 Great East Japan Earthquake.
