North Korea's Kim inspects testing of newly developed 'tactical' weapon - KCNA

North Korea has taken some steps since then - forgoing nuclear and missile tests, dismantling a missile test site and promising to also break up the country's main nuclear complex if the U.S. makes concessions.

It was Kim's first field visit to a testing site since his unprecedented summit with US President Donald Trump in June, when the two leaders agreed to work towards denuclearisation and peace on the Korean Peninsula, and to establish new relations between the United States and North Korea.

Pence made the comments after meeting with South Korean President Moon Jae-in on the sidelines of the ASEAN summit in Singapore.

The North Koreans have increasingly called for sanctions relief, while the U.S. has insisted that denuclearization comes first. On the contrary, he made several references to complete and verifiable denuclearization, a goal that could not be achieved without a complete inventory of North Korea's existing weapons.

"He (Modi) did point out that the mainstreaming of people involved in the Mumbai attacks in a political process which has taken place in the recent elections in Pakistan should be a matter of serious concern not just to the two countries - India and United States - but to global community", Gokhale said, referring to the Mumbai terror attack mastermind Hafiz Saeed's party contesting the July 25 elections in Pakistan.

In a separate interview with NBC News, Pence said the USA would not require Pyongyang to provide a complete list of nuclear weapons and locations before the second summit.

"I think it will be absolutely imperative in this next summit that we come away with a plan for identifying all of the weapons in question, identifying all the development sites, allowing for inspections of the sites and the plan for dismantling nuclear weapons", Pence said.

Philippine President Rodrigo Duterte, who has taken a more relaxed stance on the country's territorial claims in the South China Sea that rival Beijing's, also said it was crucial that a code of conduct be completed to help prevent misunderstandings that could lead to conflict.

"Supreme Leader Kim Jong Un was so excited to say that another great work was done by the defence scientists and munitions industrial workers to increase the defence capability of the country", the Korean Central News Agency reported.

U.S. Vice President Mike Pence talks to the press during the 33rd ASEAN Summit in Singapore, Thursday, Nov. 15, 2018.

But Pence said the USA saw Asean as an "irreplaceable strategic partner".

"Spoke about our shared vision of a free and open Indo-Pacific & reaffirmed our commitment to strengthen security and counterterrorism cooperation and coordination", Pence tweeted after his meeting with Modi. He thanked Moon for talking about his father's participation in the Korean War.

Reuters and AFP on Thursday anticipated the Trump administration will have trouble maintaining the maximum sanctions Pence recommended because China and Russian Federation have already "eased" pressure, while South Korea is "mulling lifting its own measures against Pyongyang".
