House Democrats Have Plan to Re-open Government

Democrats in the Senate promptly threatened to filibuster any funding measure that provided for a border wall, and the two sides have been at an impasse ever since, with no end in sight.

The Democrats' position only gets stronger on Thursday, when California Democratic Rep. Nancy Pelosi is set to become the next speaker after her party picked up 40 seats and control of the House in the November midterm elections. A senior Democratic aide said in response that Trump hasn't weighed in publicly on Graham's latest suggestion, adding that the president appears unwilling to find a way out of the shutdown he championed.

"The president still says "wall" - oftentimes, frankly, he'll say "barrier" or 'fencing.' Now he's tended toward steel slats", Kelly said.

Democratic Congressman Hakeem Jeffries agreed on ABC's "This Week" that immigration reform and enhanced border security were needed. "They say it's old technology - but so is the wheel".

House aides point out that bills with very similar language all passed with bipartisan votes in the Senate last fall, either on the floor or in committee.

In a departure from the stance taken by his boss, Kelly said the way to halt illegal immigration was to "stop USA demand for drugs, and expand economic opportunity" in Central America.

But Graham said there would never be a government spending deal that did not include money for a wall or other physical barriers on the southern border.

"An all concrete Wall was NEVER ABANDONED", Trump tweeted Monday. With this measure, Democrats are explicitly trying to ensuring that the buck for the government shutdown stops with Trump and Senate Republicans.

The threat yet again upped the ante in a political row that has led to a partial shutdown of the USA government and seems set to dominate the start to the third year of Trump's presidency.

Neither did Trump make any mention of the new free trade agreement, known as the USMCA, which he only recently signed with the two neighbouring countries to replace NAFTA and which he has repeatedly praised as a huge boost for American commerce.

Mr Kelly, who will leave his post on Wednesday after 17 months in the job, made the admission in an extensive interview with the Los Angeles Times.

Along the same lines, White House counsellor Kellyanne Conway called discussion of the apparent contradiction "a silly semantic argument". Trump and Democratic lawmakers have not held any negotiations for days over the wall dispute.

Pelosi has vowed to pass legislation to reopen the nine shuttered departments and dozens of agencies now hit by the partial shutdown as soon as she takes the gavel.
