Trump to offer deal to end shutdown but still wants wall money

It's a touch ironic that the deal Mr Trump outlined - his wall in exchange for protection for certain childhood undocumented migrants and temporary resident aliens - was one the president walked away from previous year, when Democrats were the ones instigating a shutdown.

"The easiest [compromise] would be for the Democrats to give President Trump $3 to $4 billion for the wall..."

"Whether it's personal or not, it's not personal for me", Trump said.

Describing a U.S. immigration system that he called "badly broken", Trump said, "I am here today to break the logjam and provide Congress with a path forward to end the government shutdown and solve the crisis along the southern border".

Vice President Mike Pence, who has been leading the administration's contacts with Congress, said the Senate would put the proposal to a vote as early as Tuesday. Democrats have told Trump he must reopen government before talks can start.

Some 800,000 government employees have not seen paychecks or have been furloughed for nearly a month now with the shutdown hitting its 29th day.

Another 300,000 immigrants whose protected status is about to expire and who face imminent deportation, would also be granted a three-year "provisional status".

While the offer certainly doesn't seem to be a solution to the shutdown, it could potentially stir a new round of negotiations, and it signals Trump's willingness to make some deal trading DACA protections for border security money.

"However, including amnesty in the new proposal is not the way to do it. Amnesty encourages further illegal immigration, incentivizes the tragedy of human trafficking, and undermines our citizens" confidence in the rule of law, ' he argued.

It was never in the cards for Democrats to agree to Trump's $5.7 billion wall demand in exchange for just three years of protection for the Dreamers plus temporary reprieves for some other immigrants. Pelosi responded with a tweet of her own, urging Trump to "Re-open the government, let workers get their paychecks and then we can discuss how we can come together to protect the border".

The standoff has left about 800,000 federal employees either sent home or, if their jobs are deemed "essential", working without pay.

More than 1,500 appeals have been set up by them on crowdfunding site GoFundMe, seeking a financial lifeline to pay rent or feed and clothe their children.

A person familiar with the planning said Trump planned to lay out a new deal with specific proposals that the administration believes could potentially pave the way to the shutdown's end. His proposal would have also offered protections for individuals from specified nations who had previously been allowed to legally stay in the United States under the Temporary Protected Status program.

Trump had repeatedly dismissed the idea of a deal involving Dreamers in recent weeks, saying he would prefer to see first whether the Deferred Action for Childhood Arrivals program, or DACA, survived a court challenge.
