California Suspends Death Penalty

On Tuesday, news broke that Newsom was going to announce a "moratorium" on capital punishment, temporarily halting the death penalty for the 737 inmates on death row in California, according to the New York Times.

The last execution in California was when the state put Clarence Ray Allen, 76, to death on January 17, 2006.

The executive order will also argue that capital punishment is inherently unfair - applied more often to people of color and those with mental disability, according to an administration source.

Newsom's order suspends the death penalty in the state, shuts down the death chamber at San Quentin, and ends the state's efforts to come up with procedures for lethal injections without risk of botched or painful executions.

"Here is the bottom line: Our death penalty system has been - by any measure - a failure". "The intentional killing of another person is wrong. And as governor, I will not oversee the execution of any individual", Newsom said in a prepared statement obtained by the Southern California News Group.

Gov. Gavin Newsom is putting a moratorium on the death penalty in California, sparing the lives of more than 700 death-row inmates.

In 2016, voters narrowly voted for a measure that would speed up executions. Twenty-five of the death row prisoners have exhausted all appeals. Inmates on death row are more likely to die of old age than by lethal injection in the state.

Newsom made the unusual decision through an executive order.

Most industrialized nations have abolished the death penalty, yet the US executes more people than any other democracy on the planet. In fact, the murder rate in states with the death penalty is consistently higher than in states without it. At least 18 of the 25 people who were executed a year ago had significant evidence of mental illness, intellectually damaging brain injuries or chronic childhood trauma or abuse, according to a Death Penalty Information Center report released in December.

Newsom, a Democrat, told reporters earlier this month that he "never believed in the death penalty from a moral perspective", also citing ethical and economic concerns. "The disparities are really real and raw to me now, as I spend every week working on the issues of paroles and commutations and, substantively I see those disparities".
