At least 4 dead in Darwin CBD shooting, multiple crime scenes across the city with one man arrested here.

No charges have yet been laid.

Local Newspaper NT News reported police believe there were no other shooters involved.

Chris Dalgleish, who was having a beer on the balcony of the Frontier Hotel pub across the road from the Palms, said people heard shots and raced inside the pub when they realised it was a gun.

The identities of the four men have not been confirmed by police, nor has the name of a woman who is injured.

"Everyone started jumping inside, then locking doors and windows and went to the back corner", he told AAP.

Police cordon off the intersection of Stuart Highway and McMinn Street where a gunman was apprehended in Darwin on Tuesday night.

Though authorities have yet to establish a motive, Chief Minister Michael Gunner said, "I understand when an event like this occurs, especially considering recent global events, people's fears turn to terrorism".

"Then we saw him rush out, jump into his Toyota pick-up, and rush off".

Mass shootings are usually defined as those resulting in at least four deaths excluding the shooter.

Another witness, John Rose, said he saw the gunman walk into the Palms Motel with "a sawn-off shotgun".

Police said they arrested the suspect about an hour later.

While the motel is the main crime scene, local reports suggest there could be as many as five different crime scenes. Police attended three crime scenes in the tropical city of 100,000 related to the gunman, ABC said.

Australian Prime Minister Scott Morrison described the shooting as a "terrible act of violence" from his visit to London. He has now been taken into custody.

A witness to that shooting, who did not wish to be named, said he was inside his home watching TV when the alleged shooter broke in with a shotgun in hand and shot his male house mate before escaping.
