Mexican leader to visit USA border Saturday amid trade row

Vice President Mike Pence, monitoring the talks from his travels in Pennsylvania, said Thursday the US was "encouraged" by Mexico's latest proposals but that, so far, tariffs still were set to take effect on Monday.

US President Donald Trump said talks with Mexico have so far made progress but more was needed, as he aims to impose tariffs on the southern neighbour next week if more is not done to curb immigration flows.

Bilateral talks in Washington began on Wednesday to attempt to strike a deal, with the Mexican government, USA business groups and even many of Trump's fellow Republicans keen to avert the tariffs, the prospect of which has rattled global financial markets.

The tweet marked a change in tone from earlier Friday, when his spokeswoman Sarah Sanders had told reporters in Ireland before Trump took off: "Our position has not changed".

While the tariff threat is aimed at spurring action in Mexico, significant differences remain about how quickly and by how much Mexico can reduce unauthorized migration through tougher enforcement measures, the US official said.

"If no agreement is reached, tariffs at the 5% level will begin on Monday, with monthly increases as per schedule", the president said.

Mexican Foreign Secretary Marcelo Ebrard said immigration, not tariffs, was the main focus at the White House meeting, which included Secretary of State Mike Pompeo, Vice President Mike Pence and other US officials.

Almagro was responding to a Canadian public inquiry report issued Monday that said the problem is so serious it amounts to "genocide".

The U.S. president is eager to show progress on his 2016 campaign pledge to take a hard line on immigration as he seeks re-election in 2020 on his "America First" platform.

'They have to step up, ' Trump said, as he is seeking to pressure Mexico to crack down on immigration from Central America, in order to reduce arrivals at the USA border. But he said Trump would have leeway over the weekend to delay the tariffs, if he chooses.

"But our posture is to preserve, above all, the friendship with the people of the United States", he said. Last year, the US negotiated a new trade deal with Mexico and Canada that still requires lawmakers' approval.

"It's a good sign that talks have not broken down", Mexican President Andres Manuel Lopez Obrador told reporters in Mexico City. A meeting Tuesday with administration officials produced no details on the legal justification for imposing the tariffs, Lankford said. Mexico accounted for 15 percent of total US imports in the first quarter, overtaking Canada and China to be America's top trading partner. The measure was conceived to counter Mexico's inability to stop the influx of illegal immigrants from Central and South American countries.

USA officials officially granted Chinese exporters two more weeks to get their products into the United States before increasing tariffs on those items, according to a US government notice posted online on Friday. "We have not yet reached an agreement but we continue to negotiate", he said.

"As opposed to bellyaching about the actions that the President is taking to actually secure our border, it'd be nice if they put as much energy into actually fixing the problem legislatively", Short said. Those people worry about the negative economic consequences for Americans and believe the tariffs - which would likely spark retaliatory taxes on US exports - would also hurt the administration politically.

The U.S. Border Patrol's apprehensions of migrants at the border hit the highest level in more than a decade in May: 132,887 apprehensions, including a record 84,542 adults and children together, 36,838 single adults and 11,507 children traveling alone.
